Create your own noisemaker and paper bag hat and at 12:00 noon, delight in the confetti toss and balloon release. Witness the Allstate Sugar Bowl New Year’s Eve Parade in the afternoon and afterwards, head over to Jackson Square and find yourself a good spot for the annual fleur-de-lis drop at midnight.
